Every working hour of the state and every taka of public tax must be utilized to the fullest: Public Administration Adviser

The Honorable Adviser (Minister of State rank) of the Ministry of Public Administration, Mr. Md. Ismail Zabullah, was present as the chief guest at the workshop organized on the occasion of National Public Service Day-2026 at the BCS Administration Academy in the capital, organized by the Ministry of Public Administration and co-organized by the Bangladesh Civil Service Administration Academy. The Special Guest was the Secretary of the Ministry of Textiles and Jute, Mr. Sharaf Uddin Ahmed Chowdhury.

The Public Administration Adviser said, before taking every step, you must consider its necessity and its impact on public welfare. The time has come to evaluate the Return on Investment (ROI) of every meeting, training, and workshop. How much money we spent, how many working hours we invested, and how much the quality of public service improved in return – this calculation must also be a part of the administration.

He said, the current world order is changing rapidly. The multipolar world order, geopolitical competition, changes in global supply chains, the climate crisis, and the spread of artificial intelligence are creating new challenges for us. Although these challenges cannot be completely avoided, their impact can be largely mitigated through efficient administration, prudent diplomacy, and a patriotic civil service. He urged government officials to always remain vigilant, far-sighted, and adaptable to change. He called upon everyone to work following the discipline and patriotism of the Honorable Prime Minister. Furthermore, he instructed officials to move away from the culture of avoiding responsibility and to make decisions on files according to the Delegation of Financial Powers. 

Emphasizing the role of government officials in implementing the government's election manifesto, he said, the main driving force behind implementing every commitment of the government is the administration. Your family, your children, and every citizen of the country will enjoy the benefits of the successful implementation of the manifesto. Today, we have a historic opportunity to build a modern, efficient, and people-oriented state. 

Emphasizing the formulation of an implementation tracker by coordinating the Sustainable Development Goals (SDGs) and the government's election manifesto at the workshop, the Adviser said that various countries, including the UK and Singapore, have strengthened policy implementation and accountability by converting government commitments into measurable indicators. He called for taking assistance from skilled IT experts and data analytics firms if necessary to create such effective trackers in Bangladesh as well. 

He said, the public administration of the future will be data-driven and technology-dependent. Transparency, speed, and accountability can be further increased through digital platform-based monitoring systems. The more effective the connection between people and technology becomes, the more efficient and fruitful administrative activities will be.

He urged officials to build sincere relationships with the people and take care of their own physical and mental health. Because a healthy, honest, and balanced officer can provide the best service to the people.

The workshop was chaired by the Rector (Secretary) of the Bangladesh Civil Service Administration Academy, Dr. Mohammad Altaf-Ul-Alam. Besides, the Chief Discussant at the event was the Additional Secretary (CPT) of the Ministry of Public Administration, Mr. Mohammad Monirul Islam, who delivered an important speech. Senior officials of the concerned ministry and trainees of the academy were present at the workshop.
